Fomba is a Senior Agricultural Economist and Rural Development Officer at the African Development Bank. Fomba serves as a Task Manager for Sierra Leone and Liberia's agriculture and rural development interventions. Fomba also serves as a co-Task Manager for fishery, environmental climate change, green growth and Private sector youth intervention. Fomba also provide expert support to Guinea and the Gambia.

I serve as the focal point and technical lead for identifying, designing, and implementing agricultural projects at the Ministry of Agriculture and Forestry (MAFS). I manage the ministry's agriculture and rural development programs and coordinate government and donor relationships for sustainable agricultural investments. I advise the minister and deputy minister on farming value chains, promote farm-to-market linkages, and lead public-private partnership (PPP) investment efforts. I also facilitate partnerships with financial institutions to support private-sector agricultural development, conduct sector analysis, and lead the capacity development of key government agencies. Additionally, I focus on organizing farmers, promoting gender-inclusive agricultural services, and managing project workplans and budgets.

As an Agribusiness and Value Chain Development specialist at the Ministry of Agriculture and Forestry's Project Management Unit in Sierra Leone, I led a $10M initiative to transform 52 community agribusiness centers. I coordinated value chain development activities, collaborated with financial institutions like Apex Bank and community banks, and served as the partnership manager for project service providers. I oversaw training for 200 youths in farm equipment use and managed a $3M World Bank agricultural finance program. I developed public-private partnership platforms, implemented farmer field and business school programs, and provided technical advice to the deputy agriculture minister. Additionally, I led the design and implementation of agribusiness and value chain projects with IFAD and worked on resource mobilization for sustainable smallholder investment.

Agriculture and Community Development Officer

I led efforts to organize smallholder farmers into Farmers Based Organizations (FBOs) in mine-affected areas, promoting resource mobilization and developing agribusiness models, including for cocoa cooperatives. I identified profitable agricultural value chains for sustainable smallholder investment, developed training resources on business management and financial literacy, and facilitated capacity-building programs for farmers. Additionally, I participated in weekly radio programs on agricultural finance and agribusiness, appraised farmers' groups for funding, and contributed to the company's farm development initiatives.
